Councilman Joe Winslow's
comments: 'Confusing.'

In an interview with Quartzsite's new Mayor Ed Foster
Wednesday, Foster raised some interesting issues
concerning what transpired at Tuesday's council meeting,
during which he was maligned by Councilman Joe Winslow,
who requested the newly elected Mayor resign.
Councilman Jerry Lukkasson also soundly criticized
Foster, passing out letters that were essentially a
'reprimand.'
Both councilmen, facing recall, may believe that
Foster's 'friends' have caused recall efforts to
move forward -- but the Citizen's Coalition has never
organized a recall -- and did not do so in this instance
according to a survey of nearly all of its
longterm members.
Ex-councilman Hal Davidson has repeat-edly stated that
he acted solely on his own when he began working to
recall those officials that voted to disempower Foster
even before he was allowed to take his position as
Mayor.
Foster withheld any disparaging remarks --
something a bit 'novel' given Quartzsite's standards of
etiquette -- and, instead, had these comments:
"Tuesday's Council meeting, June 22, caused some
confusion among both onlookers and Citizen Coalition
members as a commentary by Joe Winslow seemed to allege
activities that -- by either group -- would be
questionable activities at best," Foster stated.
"Winslow's rant -- so loosely worded yet laced with a
myriad of allegations -- was not something people need
to worry has any merit.
"He seemed angry and, if he needs to vent, I do not mind
his making baseless allegations against me -- but I'm
concerned that the organization I once headed -- the
Citizen's Coalition -- should not be represented as
anything other than what it is: a group of citizens
dedicated to working on issues within the community.
They volunteer, they teach, they make technology
available to those who might not otherwise be able to
get started in community service.
"I do wish he would be more concerned about factually
representing any issues he has with me, " Foster said,
In fact, that is advice that should be undertaken by all
at this juncture."
There were others maligned in Winslow's commentary and,
as those individuals weigh in, their comments will be
added.

It's
over -- or is it?
The State of Arizona Court of
Appeals has ruled that the initial jury award of
$9.2 million will stand.

The problem? La Paz
County doesn't have it. And since the debt is
continuing to accrue at the rate of over $2500 per
day, continuing to stall simply isn't an option.
The debt has been growing at a rate that exceeds
$100,000.00 per month for months while the case
Quartzsite businessman Richard Oldham [LA PAZ
DISPOSAL LLC] has recently submitted a business plan
designed to bring together La Paz County officials
and Yakima partner Jim Willette to negotiate a deal
that will settle the debt without bankrupting the
county: one he hopes to present to county officials
in the form of a work session in coming weeks.
"I have already sent letters to each of our
Supervisors outlining the plan and stipulating the
details," Oldham stated. "I look forward to seeing
La Paz County come through this with minimal damage
to reputations and bottom lines, believing that
everyone will, finally, win."
Jim Willette
has shown himself to be a capable and willing
negotiator," Oldham continued. "When I attended one
of his public conferences to answer citizen's
questions concerning Yakima and the judgment against
the county, I noted his receptive attitude toward
alternative settlement -- and set about developing a
plan that would be acceptable to all."
Oldham
first contacted County Administrator Dan Field and
La Paz County Supervisor for District 3, Holly
Irwin.
Finally, he discussed the proposal
with ex-Supervisors Mary Scott and Gene Fisher
before drafting the proposal into a letter format,
sending to all of the sitting Supervisors.

Oldham is
hoping the Supervisors will not waste time arguing
that the settlement is unjust -- but that they will
take a proactive stance and alleviate this debt
before it damages La Paz County further.

Quartzsite Police Chief
Jeff Gilbert announced Tuesday that the Quartzsite
Police are still investigating the death of Laura
Vittori, the local woman found slain in a field behind
the Exxon station on Exit 19 in Quartzsite.

"The FBI," Gilbert stated, "is still involved in this
case and we are working on it. We do not believe there
is a danger to the public."
Tuesday's Town Council
meeting further exposed problems within the council
as councilmen took steps to ensure anyone owing the town
money could not run for office, in spite of vocal
opposition by councilman Bill Moore, who questioned the
constitutionality of the move...
