Bankruptcy: Will it protect or further damage La Paz County?

The fallout of filing for bankruptcy is largely unknown at this point -- it has held devastating con-sequences for municipalities such as California's Maywood...

The Board of Supervisors was had been receiving threats of being recalled if they did not prevent sludge from being trucked through the area as had happened in the past.

Critics charge that the Board of Supervisors hastily hired a bankruptcy attorney to escape the escalating debt -- but have alternatives been effectively sought? There are several entities expressing interest in purchasing the landfill site but County Administrator Dan Field has not elaborated on who is offering what or which offers are currently on the table.

No Arizona county has ever filed bankruptcy and, nationally, it is a highly unusual action

RECALL A HIT IN QUARTZSITE...


Recall workers gather petition signatures. Enough signers are already in on Cowell & Winslow's recalls.

Once a peaceful small town known for tourists and an unparalleled rock vending trade, Quartzsite is now embattled, embittered and fighting for solvency amidst a series of controversial moves  by Town Manager Alex Taft while new Mayor Ed Foster seeks advice from those more than familiar with Quartzsite's reputation for  it's  volatile political climate...

Two weeks ago, the Town Hall meeting during which Foster was sworn in deteriorated into virtual mayhem when Taft's proposals to disempower the new Mayor were passed by four council members in spite of strong public outcry demanding the new Mayor have a chance to prove himself before officials sought to withdraw his powers.

Four of them [Winslow, Anderson, Cowell and Lukkasson] immediately went ahead with the decision to vote for the withdrawal of powers from Foster --and without a single word of discussion between them during the meeting. But the move wasn't without a swift and strong backlash from Quartzsite's voters, who promptly began requesting and signing recall papers against those that challenged Foster's rights as Mayor.

Both Winslow and Cowell's positions were already under fire from previous actvities undertaken by the two who are not newly elected and, thus, accessible under recall.

The remainder of the officials have just now taken their seats. Lizarraga abstained, and Kelley voted against the measures to limit Foster's powers.

Foster's Mayoral rights are stipulated under Arizona Law and this week the battle lines are being drawn between those that would challenge Foster -- and may soon discover they have problems they've not even considered. Councilmen that choose to  break the law in order to do what they wish -- or what they are ordered to do by another official -- are not protected against suits brought by those effected by those choices.

Quartzsite is already in an insurance pool [provided insurance only because an insurer is forced to take them] through the Arizona branch of the League of Cities and Towns.

Because of a series of poor choices, the town is virtually 'uninsurable.' Were Foster to challenge those individuals that comprise the sitting council in court, anything they've done that resulted in the breaking of a law would leave those individuals at risk of a suit against them personally, with their personal assets at risk.

Some of the officials with oversight responsibilities concerning Quartzsite have already expressed concern over these pending issues.

Bennett's pool is at the center of a controversy in Quartzsite
Steve Bennett's pool [shown here] was the focus of concerns about drinking water over the weekend. ADEQ will arrive Monday to test the water for contaminants and see what, exactly, is in the water.   

The 'public' meeting of the town's incumbents has already created a flap: attendees have indicated that the acting Mayor stated that the town would have to learn to get along without vendors... and he now denies he made that statement.  

Bennett's letter of resignation was presented to the council Wednesday, August 27th, and formally accepted at a special meeting held Wednesday, August 28th. Many spectators at Tuesday's meeting indicated they found the diatribe presented against Mayor Bennett offensive, even though the case against Bennett -- presented without interruption by Daniel Field-- did not appear to be without merit.

 

Bennett officiated during the first part of that Tuesday council meeting and excused himself for the duration of the session, leaving the room to the remaining members of the council and Town Manager/Attorney Daniel G. Field, to discuss the case against him in open session, with many townspeople in attendance. He did not attend Thursday's meeting when his resignation was presented for acceptance.

The Republican National Committee is  it at the center of a firefight in St. Paul MN as the RNC Convention got underway with McCain as the 'party choice' amidst a flurry of protests, with many protesters being arrested.

 

More than a few disagree that the numbers  of McCain supporters were tallied accurately, and it seems to be those people -- some politically prominent -- that are becoming increasingly vocal with 50,000 people expected to participate in the St. Paul protest.

 

Even their detractors agree that they may have a point: Why was Ron Paul -- the stated winner of every debate in which he participated - suddenly prevented from debating either McCain, Clinton or Obama?

Another point of contention is the current rhetoric Palin is spewing about Russia: while the world awaits her making her first real speech, her first remarks took many by surprise.

Those persons within the U.S. [and many of those abroad] who oppose further war involvement are greatly concerned that yet another war is evolving on yet another front.
