  Council Member Jerry Lukkasson

Quartzsite Councilman Jerry Lukkasson. He and other councilmen are under fire from Goldwater Institute for implementing additional rules for running for office -- against state law. When representatives from Goldwater pointed it out, Lukkasson wrote that anyone that owes the town money has no business running for office. It was then discovered that Lukkasson owed many thousands in unpaid taxes to the county.

Lukkasson was also involved in the efforts to force ex-Mayor Richard Oldham's airstrip to close. It was later discovered that Lukkasson no longer has a valid contractor's license because he is not bonded. It is interesting to note that Oldham is a licensed -- and bonded -- contractor.

Musical Council Seats  seemed to be the order of the day on June 14, 2011 when Quartzsite's Policemen's Association asked for the council to finally hear their concerns about QPD Police Chief Jeff Gilbert. The council repeatedly exited the gallery and vacated their seats as well as their responsibilities to the citizens of Quartzsite. Here, Jose Lizarraga motions for fellow councilmen to follow his lead and walk out on the VP from AZCOPS. "The Council has stood staunchly behind Alexandra Taft's misguided efforts to block and stonewall this investigation," stated Mayor Ed Foster. The Policemen's Association agreed, writing that Taft had interfered in what was to be a criminal investigation of Gilbert.

Quartzsite Councilman Joe Winslow is at the center of a controversy regarding comments he made at the beginning of a meeting, just before it was called to order. These comments were also caught on tape.


Quartzsite Councilman Joe Winslow is at the center of a controversy regarding comments he made at the beginning of a meeting, just before it was called to order. These comments were also caught on tape. Winslow's comments were reportedly received by citizens as 'shocking - distressing - disconcerting.' What did he say and when did he say it? It was just before the council session of 23 March 2010 and he talked about machine gunning 'about five of em' in the front row. It is believed he was talking about the council's political detractors -- and the comments appeared on the Town's own tapes of the meetings copies of which were subsequently provided those people who requested them. Winslow is currently under recall.

Dan Field officially resigned both positions February 11, 2009
Town Attorney and Town Manager, Daniel G. Field, resigned his position and is now La Paz County, Arizona's County Manager.


Acting Mayor Wes Huntley, an 8-year councilman, was appointed acting Mayor following the quick and virtually unexplained disappearance of Acting Mayor Walter Akin [pictured below.] A meeting was privately held shortly thereafter and the council awarded the title Mayor to Huntley, along with the compensation of Mayor against the town's official code stemming from a decision BY THE PEOPLE that provided the citizens' right to ELECT their Mayor. The backlash against Huntley as well as those council people that participated in providing him this title and pay was swift and concise: recalls were immediately launched against the only two elected officials that were in office at that time: Barbara Cowell and Joe Winslow. Huntley was beaten in the May 2010 election by Ed Foster.

 Ex-Mayor Verlyn Michel. Did he know the dire financial straits the town faced? When -- and how -- did it become so? When Oldham left office, there were surpluses of funds and the town carried no debt. Today, it's millions in arrears in spite of the very large sums of money the truck stops and tourism generate for the town.
